It depends on shape. A lot of the restrictions are based on total volume. A penis with the 'Tapered' flag has a smaller volume than one with the 'Blunt' flag.

For example:

Those calculations are the lower and upper bounds. If a 12-inch equine penis fits, a human penis definitely will.
