- Have a vagina
- Not pregnant
- Either be fuckbuddies with Syri or let her pound your butt at least once.

Nope, the character I triggered it with is practically new and hasn't even gotten off Mhen'ga yet, much less done that quest. If you meet the conditions that were mentioned in that comment, you should get it to trigger eventually.
