Sophora Encounter in Zheng Shi Top Deck?

I was wondering if it was a bug or not, but I just had a fighting encounter with Sophora (Evil Bunny) on the 3rd Zheng Shi deck (the deck with the casino, which I thought is a non-combat zone).

Should I report this as a bug, or is it part of the gameplay?

I believe it had been stated that this is, in fact, not a bug, as she breaks whatever rules there are on Zheng Shi.
