Soggybottom Smee's?

I just noticed a new location on New Texas, across from the customs office - Soggybottom Smee's . It's locked, and I don't have any good ideas on what to do to try to get it unlocked.
Is this another location that will never be finished, like the locations off the bar, or are there actually plans for this?

Added a new tile to the west of customs where caught fish can be sold. Note: New Texas law requires locally caught fish to be sold on planet or consumed before departure!

It's probably involved with the latest Backers content.
