Smuggler's "Can Opener" things

1. "Can Opener" does not apply the "Sundered" debuff on ranged critical hits.

2. The metal tail whip cybernetic does correctly apply the debuff, however it is never announced via combat text.

1. Looking at the code, I believe this is intentional. It specifically checks for melee and is a Physique check to apply Sunder.
If so, it should probably be mentioned in the Perk description.
