should true doll ignore body rating minimums?

The wording of the Impant-tastic perk is:

Your body will convert most of the mass in your breasts, butt cheeks, hips and lips into silicone.

"Most" makes it consistent with only converting mass above the character's minimum values for hips, ass, etc. But True Doll says:

Your body is composed of silicone, rubber and plastic, boosting your sexiness and upgrading your elasticity.

Which implies all mass, including that enforced by minimums.

I can imagine it might be more trouble than it's worth to modify the Silicone Tank and Nymph-Foe code to allow sucking out silicone beyond the minimums, but it would make sense (and be funny) to be able to do so, even if it just grows right back (and then gets converted to silicone).

I always imagined a lot of Steele's perks to not only be physical but also mental. Like the minimum sizes that come with "Buttslut" and "Hips don't lie" are something that Steele starts to subconsciously yearn for and makes their microsurgeons act accordingly.
