TiTS considers fertility and virility to be entirely separate issues. Herms who cannot get pregnant (for whatever reason) may be able to get others pregnant and vice versa. Shekka has an issue that rendered her infertile but it did not affect her potential virility in the event that she grew a dick. Steele can use drugs to become temporarily or semi-permanently sterile with sterilex (which is one of many contraceptives in the galaxy), or be completely incapable of having kids by Daddy dearest's design if you take the appropriate perk in character creation.

I mean, it makes sense in-universe. Presumably the SynthSheath balls just create sperm based on your genetic material, so whatever issue left her unable to be impregnated needn't affect that.

Plus there are a lot of reasons one might be unable to conceive children naturally.

Maybe Shekka doesn't produce eggs. Maybe she does, but they can't be fertilised for reasons. Maybe the eggs that do get fertilised just have trouble implanting on her uterine walls (assuming the eggs need to develop inside her womb for a while before they are laid).

Those reasons wouldn't impact her ability to produce viable sperm in any way.
