So, I gave Shekka a dick, but I noticed there's no scenes where she actually uses it. Have they not been implemented yet, or is it just going to always simply flop around uselessly?

The update/changelog does say that her follower content is still in the alpha stage. There is probably more still queued up.
In one of the updates before Fen and Shou left for FWA, Fen said he wanted to get the majority of Shekka's content active with him saying he wanted to get at least three smut scenes in.
So be patient and wait for Fen to have a break after a long convention weekend, because I'm sure Shekka will be banging your Steele soon enough.
