Uh, Shar is the harpy that has back wings instead of arm wings. The harpy wingleader is a generic NPC encounter with some interactions plus frosthound sex scenes.
Really? Cuz the harpy with the white wings mentioned shar, and I assumed that was her, is shar that harpy that you first encounter when you enter that area? That has green and gold coloring? Then is that harpy ever gonna get a name?
Shar is the red-haired one with the white wings on her back who first appears during the Ugly Duckling quest, Zhara is name of the Harpy Wingleader (and is Shar's older sister), the one wearing green who only appears when you first enter the Foothills is their currently unnamed mother aka the Harpy Matron.
As Savin mentions, there are plans for a 'significant' expansion of their content but it's not happened yet.

Congratulations, you bumped a topic that was over a year dead to say nothing new and ignore the evidence that there are plans for her, but they're not on the priority list. That happens sometimes and content can be signposted but not implemented for a year (or more sometimes) but that doesn't mean that it's been forgotten.
