As a champoin with very high corruption I wanted the scarred blade as my weapon, yet apparently it`s not optainable for me. I followed all the usual steps, I found Sheila, and even though I made her hostile towards me, I managed to corrupt her. Now I have her Lethice as a key item, yet the weapon npc in Tel`Andre doesn`t give me the option to make the scarred blade. Is there a way to fix this?

That's the vanilla version of the game. The revamp mod has it's own wiki, so you probably found that instead of the vanilla wiki, which is here. A quick search for the Scarred blade there turns up no results, so it's probably not a vanilla weapon.
I think so, but I'm not 100% on that, I've never done it myself. You might want to ask that question in the revamp mod thread, in the Mods and Unofficial resources sub-forum.
