I can tell you that you're posting in the right area, but, unfortunately, not about the new quest as I'm not a backer.

It should be available after hitting level 8, or after two weeks(assuming you've met Riya) ingame if you're already there. I would advise you to save before beginning it. You will have no chance to save on the quest, and it is very difficult.

how do you start the new quest?

2 weeks (14 days) after meeting Riya, at level 7 or higher, when Steele approaches Riya's usual point, an event will trigger that starts the quest. Do keep in mind that you would want to be combat ready before going on the point since the hostile encounters will happen right after deciding to go through with the quest.
