Well, I'd already fixed her eye and gotten her the nice nurse dress. When I came back, I did the quest to find her vagina (not so bad) and the quest to update her firmware so it wasn't just a hole (gave me a bit more trouble but only because I didn't realize I already had the chip), then took her back to the ship for some lovey-dovey sex and got a spiked lollipop at the end.
I've now waited more than an in-game week, after repeatedly doing all the steps (including asking her about her body, thank you very much), and I just can't get the quest to trigger.

EDIT: This thread seems to suggest the problem is instead that there's supposed to be a section after triggering the on-the-ship sex that I cannot trigger for any money...
EDIT 2: Turns out I needed to actually engage with Narc's dick content to trigger the next leg of her development. Whoops. With that, the new stuff starts.
