On October 1st, 2020, the Team released the Dhaal Party Event w/ a cheat code letting players replay it. Is that still ongoing?

Looks like that particular cheat didn't make it into the JS port. Also, cheat codes are no longer a thing; cheats have a dedicated menu now (load a game, go back to the main menu, click/tap the dot on the i in TiTS three times, and it'll be added to the Options menu).
You can reattend the party by opening the Console (F12 or Control + Shift + I)
flags['DHAAL_PARTY_EVENTS'] = undefined;
I don't know if any other flags need to be reset for this to work properly. Use at your own risk.
You can also change which CEO you met, possibly changing what version of the dungeon you get (haven't tested this).

2 = Utopian Skies
3 = Paragon
That said, the only thing meaningfully unique about each version of the dungeon is the item you can get at the end. You can trade it for either of the others (once) in Gobtown. You can also give them to yourself via the Cheat Menu.
