I've received Tika's recruitment email about meeting her at the Tarkus Steele Tech Outpost. However, having recruited Anno, the outpost is now permanently closed (booting Anno sends her to Tavro's bar). Therefore, I wanted to ask how I would proceed with recruiting her.

I managed to recruit her post-Anno recruitment. It wasn't closed for me. You could use the in-game cheats to move into the room.
