What the title says. I know that Breeder's Bliss causes the heat/rut status but the wiki doesn't say if it becomes a reoccurring thing. Is there a TF in the game currently (or in development) that would cause a reoccurring heat/rut cycle in the PC?

Nope; the closest would be the anal heat cycle from Omega Oil. Someone did start a project that would allow conventional heat/rut cycles, but there haven't been any updates on that in a very long while, so I assume it's dead.
Interestingly, code exists for handling heat and rut cycles (probably because one of the Fated Names was supposed to have a 7-day heat cycle attached to it), it's just that there aren't any blurbs to go with them.
