Question about Brint. Is my memory failing me or something?

So I'm pretty sure that in older builds in the process of completing the quest "Mad Cow" when Brint will go in heat and I'll choose the option "Fuck Him -> Fuck Ass" it counted as the "first" sex and subsequently it opened access to his sex menu without initial dialogue. So you can start topping him right up.

But in recent build this bull keeps pushing his BS on me with all this "I'm always on top, can you handle me? blah blah" thing.

Well, either my memory's playing jokes on me and I'm getting something wrong.

Your memory is indeed failing you. The requirement to sex outside of the armor is to just go through the normal route of getting boned first. Also, requirements for topping him is locked behind being lvl 5 minimum.

Well I specifically went to a decently old build of the game, and yeah the first time you pick "Sex" is always you pitching. Maybe it was the way you described in one point in time, but it's hard to know.
