It's been a while since I did that quest and I do not have the patience to make another character to bumrush all the way back up to that quest specifically to reread all the dialogue so some help would be appreciated: Ashelander says that only those of royal blood can inherit her power, yes? Was she talking about a specific royal bloodline or could anyone of royal blood have her power? Because if it's not specific, I can't see a reason why Cait wouldn't be eligible considering her father's heritage. Kiyoko is right there too. Hell, who knows what Agni's family tree looks like. She probably started a couple royal bloodlines or two with how long she's been alive. And if you wanna get technical, Arona counts too because she's the daughter to her clan's chieftain.
Only reason I can think of why Etheryn, Azyrran, and Evelyn would be the only ones eligable is because it's has to be a bloodline local to this reason.
PS: Unrelated but imagining what Etheryn would look like if Ashelander would allow her to inherit her power is cool because I just imagine equipping the set causing her to have a Magical Girl-esque transformation where she goes from her usual 5'7" Diminutive Half-Sex with a 7' cock to being a 6'8" Amazonian Hermaphrodite with a foot long girlcock.
