I was looking on the Wiki and saw that apparently Kineticist gives bimbos perks that let them draw their powers from different stats.
Perks that aid bimbos in the intelligence/willpower classes?

Fuck Sense automatically makes most (all?) Intelligence-based Class abilities run off Libido, if Libido is higher. Doesn't do anything for non-Class checks and is limited to natural maximum Intelligence.
Only Kineticist has Willpower-based abilities.

However by talking to the shrink on Canadia you should be able to get a perk that alters the Willpower scaling to either Strength or Agility but I may only be half remembering that.
You get the kinetecist perks while sleeping. The first one requires the bimbo/bro speech perk. The other two require both the first perk and having strength and aim much higher than willpower.
Tech specialist seems to just get it automatically, no listed perk but description of effects changes.
