So, once Penny's dick gets bigger than 17", you get the option to Calm Her, Tease Her, orrrr something else, which requires some special item that I didn't have and it didn't tell me. Anyone know what that is? It's not on the wiki.

That's the Synthsheath option. You can find one on Tarkus in a set location which unlocks a small chance to find more when moving in the wild and to buy some from Shekka. You might have to read the codex entry to buy them. There is a limit to how many you can get, no matter if they're found or bought.
Yeah and she gets a tiny bit bigger as a result. Be able to convince her to take more Throbb and then not actually doing it is such a tease. Hyper-Penny is just beyond reach.
I just realised that if you make Penny a little bit hornier and then give her a SynthSheath you've essentially made Space Urta. Probably not an original thought but whatever.
