Penny & IQ B-gone

OK so it's been awhile since I did any Dr.Badger content, and in my inventory the "syringe full of IQ B-gone" has just been sit there, but the wiki says that I can give it to penny to make some sort of cure. Not sure if that is old not content, in that it's still viable or not in having the option to give it to penny, can one of the devs clarify this to me, and the context of why did the wiki said that the syringe could be given to penny??

You can, in fact, give it to Penny. But maybe not if you've recruited her. (Or turned her into a bimbo?)

There is a little glitch where you can give the syringe at the UCG Post as if Penny was still there

Not really a glitch, as after selecting to give it to the ugc outpost the scene treats mentions the guy that takes over after recruiting Penny taking it and giving the 5k credits, I think it's just a way to get rid of the item without using it yourself, or trashing it.
