So, is there another way to unlock Azzyran's Dragoon set if I choose Evelyn in Teatime with Dragons? I'm basically being forced to choose between additional content and upgrades and the way this game is set up is to only block content depending on whether you're playing a pure or corrupt character.

No. Azzy getting the spear is how she becomes the dragoon. If you give it to someone else, they become infused with the draconic essence. And the game isn't set to block content only based on purity or corruption, it's based on choices. You can block out Evelyn's whole content but deciding your Champ isn't a peeping Tom and just politely closing the door and not even realize you've just lost out on it. You can lose out on great family scenes and a Freja by choosing to be friends with Aileh. You can miss a lot of Kasyrra content by just being antagonistic or being soulbound to one of the Seven (not just being Pure or Corrupt, you can certainly do corrupt, lustful sex to become lovers easier). So it's isn't only set up to block things based on that, even though those are certainly the most notable options.

If you have both characters (didn't remove Evelyn from game) I tend to think of it depending on what I want. If you're playing a more submissive character, I'd argue going for Azzy's choice. That way you get two femdom characters. I honestly prefer normal Azzy to dom Azzy, and I'm going to argue choosing Evelyn actually makes her less dominant (content wise). What I mean by this is not in terms of her character and actions, she's definitely upped the dom when she becomes dragon. But she also becomes more affectionate and you get more choice with her in that form. I don't know if it's just me but I just feel dragon Evelyn is much more accommodating and balanced than human Evelyn.
It seems I'm still thinking in terms of the previous game. I just don't think a companion set should be something that you can't get, unless someone else gets the set. I wouldn't have such an issue with this if Evelyn was a companion and this unlocked a set for her. There's a sidequest for Vivianne to start selling dragon's blood. Why couldn't the dragoon set be unlocked that way?
Nothing's impossible if the writers want to do it, but likely because Dragon's blood needs some actual reptilian or dragon aspect to ramp up, like in Lyric. I don't think it would do anything to Azzy. The magic of the spear and Ashelander's personality are what makes Azzy a dragon hornet. No one's saying they couldn't make it happen, but lorewise (so far), there isn't a 'hook', just like there isn't one for getting prince Vrannis or Princess Varena to come and pull out the spear.
Depending on how one completes the quest Mad Cow(only available before entering the Khor'minos Outskirts) it can locks Brint/Brienne out of the winter knight set or the pyromancer's cloth set (as well as unlocking and blocking sig. content depending on the end). so just like with the dragoon set your choices matter and determine what content you'll have access to and atleast makes it fell like it has more weight in gain.
