I don't think this is quite a bug but rather more of an unintended feature:

Am I supposed to be able to get Nuki Nuts without balls? Because unless they allow internal testes (which I can't find anywhere considering there are no proper snake/lizard transformatives in the game), and Cinderleaf/Frostleaf for salamanders don't give you lizard/snake peens, btw (dunno if that should be changed or not imho considering Philander and Phyria)...
I personally find it amusing trying to imagine invisible or internal nuts trying to "swell larger in size over time."

They're supposed to, fixing it so they do got put on hold while the Appearance rework was in process.

Lmao, no idea - I was save scumming with Ring Peach and no balls and it kept giving me Nuki Nuts - even the wiki doesn't have the restriction "Must have balls" on the TF options.

Well. Re-reading the wiki, it does say "if random# [0 to 14]" so I'd assume no nuts is possible for Nuki Nuts. Hmm...

Given how Nuki Nuts work, Meira gating the service behind having a pair and, y'know, Savin's reaction to your first post, I'd say that's an unintentional bug you've found and not by design.

It says "If random# [0 to 14] is < Ball Size", with a 'strictly less than' sign. I'd presume having no balls would return a ball size of 0 (or NaN (Not a Number), or some negative number (probably -1), depending on how it's coded); since a random number between 0 and 14 inclusive can't be strictly less than 0, this equation is always false if ball size = 0, which should prevent getting 'Nuki Nuts. If it were a 'less than or equal to' sign (and 'no balls' means 'ball size = 0'), then there'd be a 1 in 15 chance of this equation being true with no balls, which would grant 'Nuki Nuts, leading to this bug.
