I noticed that you rarely see any leaders in the game who are guys. leadership roles are mostly dominated by female characters. The only time a guy has came close to being  leader/ruler of something in this game are a couple of the demon bosses you fight in the final dungeon and zetaz in the cave but they are really just minions to a woman. Even if the leader is a herm the character  is referred to with female pronouns mostly. and its not just leadership either. Females in this game on average tend to be MUCH stronger than guys are. One notable example was when Amily and Jojo are sparring and it tell you Amily was beating Jojo even though hes supposed to be very good at martial arts and shit. Also the other male lover Arian just starts off as sickly and weak and you have help him get on his feet and Ratzul is just an old man. while your female lovers/companions can and do kick all sorts of ass as soon as you meet them. Even the major god of the land is a woman and the only male god is more of a rouge type who just wants to play tricks and not really much of a leader. So I ask is this just another one of those fancy fetishes of powerful women or was it just purely accidental/coincidental?  Just something I noticed one day and found it amusing.

That is because most of the people who program this game/commissioned stuff back when stuff was bought enjoyed femdom and nongay. Herms are manditory. Buttrape is not optional.

There's barely any males period. Even setting aside the femdom fetish Gp mentioned, which is entirely accurate, the sheer numerical difference means of course most of the characters in power are feminine when most characters are feminine.

CoC is slight drifting toward preming been male or herm so it natural so many enemies are females or herms. So that then lead to villains been mostly woman. And no zetaz actualy when we meet him in D2 isn;t Lethice minion anymore, he's more like a rogue imp that like Vapula in Owca took bunch of demons/imps and took over it own little place to rule.
