Not A Bug No Random Encounters Bug?

Not sure if this is to just make the game newbie friendly, but I was trying to farm for the Zaalt encounter without beating Mhen'ga just to see if I could, and he's not been appearing(as well as anyone else). At most I get the goblin pirate attack(which is definitely over-leveled for the starting ship I have), the corona lord, or just make it to my destination without issue. Is it a requirement to beat Mhen'ga to get the rest of the encounters?

It looks like your character does meet the prerequisite for unlocking the Zaalt (Ice Queen quest) encounter (be over level 5), however the encounter falls under the "distress call" group of events, which, after meeting the prerequisite, can randomly trigger at a 1/4 chance after unlocking Tarkus--so yes, staying on Mhen'ga kinda prevents you from the encounter since you need to progress in the story a little more before you can start seeing incoming messages for certain events (specifically: Phoenix [Saendra], Kiro [both distress variants], Ice Queen [Zaalt], Kashima [Ushamee], Event Whorizon [Demon Syri]).
