No Horn of Tides

I've gone back and forth over and over trying to get the horn of tides, but no matter what, it just doesn't appear, even though it said it did in text. Any help? Please?

I tried going to the circle again to see if i just overlooked something, but it only has Talsenne as a summoning option.

Have you tried sleeping? The quest to 'activate' the horn appeared for me after sleeping.
