No Bothrioc anti-oil?

My Steele got the email about the black pill, and it is available, but I don't see anybody selling the anti-oil. I've checked Lessau, Nevrie, Haswell, Kelly, and Charles to no avail.
Is this not available when when the black pill is?

It's available if you gave the Bothrioc Genealogy to Lessau. Perhaps an oversight for those who went through Haswell? Or perhaps Haswell is less conscious of the ramifications, thus not making the anti-oil.
