Don't quote me, but I believe Savin stated it was going to be some time this year.
Concurrently or shortly before the next Main Story Quest addition.
Yes, Savin explicitly stated that Level 10 is the final level. Another piece of evidence for this is that your number of tails as a soulbound kitsune is equal to your level - 1. If level 11 was planned, then your character would have 10 tails which Keros forbids.
We already know the PCs body is a mess on the inside so it makes sense Keros forcibly limiting the number of tails we can have. Otherwise we would be a menace to the natural order!

The chaotic magic we absorbed at the beginning of the game made us extremely susceptible to mutations hence we can change the appearance (just the outside apparently) of our bodies easily. Meaning a human can look like a sheep but it will have human insides nonetheless.
can’t imagine that looking pretty, and also why soulbound champ changes are that much different than alchemy
