I haven't locked how you'd actually get this unique melee weapon, but I AM thinking a Stormguard warrior would give it to you.

Unique items should be rewarded to players by fleshed out NPCs, meaning they should at least have names.

Also what would be the reason for this item to be psionically attuned and empowering?

I wanted to make an end-game kineticist weapon with a damage type(Electric) kineticists don't get access to with any of their class abilities, I fully intend for this to be paired with coldstar rings.

I wanted to make an end-game kineticist weapon with a damage type kineticist's normally never use, this is meant to pair with coldstar rings.

My first impression of this item is that it feels like something you wanted to have in the game for your own player character, without really considering whether it makes sense as an endgame drop.

Like, which enemy on Phaedra could realistically drop it, and which weapon manufacturer could have produced energy chainswords specifically for psykers in the past?

In the interest of not having to write an entirely new NPC, I make this a reward for a Qailla(the gabilani chick who makes you custom hardlight weapons on Dhaal) quest.

...Why would Qailla give you this? Especially considering she works with hardlight weapons, not whatever this is.

OK here's the thought process so far:

You never say its a hardlight weapon, and if its a hardlight weapon...Why not just literally have Qailla make it?

You do realize you can just give her a picardine crystal if you want your hardlight weapon to be electric damage right?
If you want it to be psionically empowering, give her a savicite at the end for it. Hardlight weapons are also psionically attuned by default

...So it's similar to your combat implant perk in that you just want a hardlight weapon that doesn't follow the hardlight weapon restrictions on stats?
