Needing help with Mercenary build

After doing a Tech Specialist run, i decided to go ranged Mercenary on a new game save, i'm having trouble surviving the fights even with the frost wyrm plate, wanted to ask what i'm doing wrong.

Currently level 9, using the Frozen Spire weapon, Stormbull Shotgun, Frostbane Plate, Nova-shield and Shoulder Grunch as accessory, the ninja guys from uveto simply two-shot me lol

What are your Perks and Stats? Have you been taking advantage of Stat Training? Physique is used for some opposed checks, so it's a good idea to train it, even if you're Ranged. Tech Specialists are a lot more mono-stat than Mercenaries (especially Melee Techs). I know I was surprised at how squishy Mercs felt in comparison.

You have an Evasion of -8. You take 3% more HP damage for each point of total Evasion below 0.
Freezing weapons aren't good on Uveto, since most things resist it.
I'm not sure who you mean by 'ninja guys'.
Don't forget about Thermal Packs.

Melee: As a Ranged character I'd suggest something with high Evasion. Otherwise, I suggest a Stun weapon, like Custom Shock Gear. If you keep your Physique maxed, you should have at least a 50% chance of landing the Stun with each hit. 2 rounds of no damage are extremely useful. Also, attacks vs a Stunned target always hit.
Ranged: Look into NaN Deconstructor or Hirudo Devourer for more sustain.
Accessory: You'll probably get more use out of Salamander Defense System or Light Jetpack (especially since you can now Fly with it and become immune to most Trip attacks).
Shield: Nova is a little behind the curve for Uveto. I assume you missed the opportunity for Reaper? If you advance the plot a bit, you can get a huge upgrade for free.

Ranged was generally considered the best Mercenary build, but I think a Melee primary became better when Levels 11 & 12 were added.
My current favored build:
2. Bloodthirsty is convenient, but Armor Piercing might be better in the long run.
3. Power Strike.
4. Riposte.
5. You won't need either and they won't do much if you're not raising Intelligence.
6. Either. Don't be afraid to use Energy weapons. It's only 20% of base weapon damage, so it's not as impactful as you might think.
7. Cleave. This +Stun Chance makes group fights much easier than for most classes.
8. Second Attack. Also upgrades Power Strike to 2.7x.
9. Rending Attacks. Power Strike now Sunders.
10. Lunge.
11. Stum and Drang. Rending Attacks gives this Stagger Chance.
12. Second Striker. Stum and Drang is now 5 attacks, 4 of which have +25% Crit. If the target is Stunned, they can't miss.

I have all my stats maxed (that is 45 on my level), the ninja guys was the lackeys of Akane that somehow hit harder than Chaurmine, i'm not using thermal packs because my armor already give me immunity to the cold, all my perks are ranged oriented, so pretty much everything on the right side with the exception of the cluster bombs, i'll get the salamander then, i was using the grunch because of the sunder debuff
