I've tried several times to trigger the event, but nothing I seem to do actually works. Quinn says "you're free to go and see for yourself" but I don't see anywhere you actually can access it. Does anyone know how to trigger it?

I'd imagine its similar to how you actually encounter the orgy There's a cliff you can fall off of and you'll land by a naleen mating ball

To quote the Nonesuch, the content creator, in the comment section of the blog, "It’s a Reflexes test on Driftwood Shoulder. Just keep going over that if you want it."

For a "relflex test" I couldn't avoid it at all with max reflex.

That's just how I stipulated how it should work in the doc. I wasn't there when Fen coded it, so it's pretty likely he's crafted a different trigger for it.

To fall the first time, you just need to fail a roll triggered when PC moves from Driftwood Shoulder tile to Red Rock Scree. It's Reflex/2 + rand(20) +1 with target number being 35 or higher. Meaning that for current max stat PC at level 8, it's almost a 3/4 chance.

Edit: as a quick note, I'd propose making the "Naleen" talk option of Quinn trigger the same flag as actually falling, so that the fight is both freely skippable and triggered without relying on RNG. The changed tile blurb will even make sense in that context as is.
