It's short for N e t o r a r e, it's a genre aimed at eliciting feelings of emotional discomfort, sadness, hurt and a pile of other negative emotions through situations where someone (usually the MC/PC) has their significant other/lover/etc taken away ("stolen") by someone else through sexual and/or romantic means.

Key thing there is "no consent" from said MC/PC.

That's one definition at least.
