Quin has asked me twice for the breeding event I thought they only triggered once? Brienne doesn't seem to ask for help with milking anymore this is also after rejecting Azzy's help for her. Previously it would seem to happen at least once a week I waited a month and nothing triggered.

For the Quin scene, it's a 7 in-game day cooldown. So it can repeat.
For Brienne, I was able to get the milking scene to proc. It currently takes 14 days without her being milked for it to proc. It happened on day 979 with your save for me.

There is no RNG involved. Soon as it's been 14 days without her being milked and she's around she'll let you know.

Were you passing time by sleeping or waiting? You have the Brienne + Azzy sleep enabled, which milks them both in the wake-up part.
