Mifoxidil: Fluffy TF(SUBMITTED)

I designed this particular TF to fix 2 problems I've observed/noticed with the 'fluffy' arm and leg appearance flags

1. Currently, only Canine arms and legs can have 'fluffy' on them

2. The flags themselves don't give you any special text in the appearance blurb, to make it worth even trying to get them in the first place.
