Max femininity?

Turn female, max out femininity. Have Dr. Lash remove your breasts and vagina. Use Throbb or the Synthsheath to grow a new dick and balls. Use the Appearance option to set yourself to be referred to as whatever gender you want. Change your race to whatever you want.
If you want to have lots of muscles despite being feminine-faced, use Holstaria when turning female. You can use Terran Treats afterward to undo the furry parts.

I've found some acceptable workarounds to upping the maximum fem scores for male characters, most only have minor effects. I'll label them with pluses to display their boosts to your max. 1(+) = +/- 5 max points. These results came from some pretty haphazard testing and something may have altered my results so they might not be entirely accurate. If

If you don't mind having a muzzled face (or even like it), you could use foxfire/frostfire to get the androgyny perk which helps with a lot of that stuff. I believe estroblossom and the other estro one both up femeninity but you'd have to scrub.
If I remember correctly, in earlier builds it was impossible for male characters to raise femininity more than 40% without getting a vagooo, but now it's possible to max it - my character is a flat-chested male with foot-long-dong, max face femininity, hips size 6, butt size 7 and femininity 100%.
I'm fairly certain the caps aren't tied to only genitalia so much as traits like Preacher mentioned. For example, my herm character can hit 100 femininity just fine, whereas in CoC she'd have needed the Androgyny perk.
