Generally speaking, any question along the lines of 'Is X in the game yet?' can be answered by a quick check of the Version History page on the wiki.
For the Valkyrie soulbind, we know that it's gated behind a quest and related content that Garde has been working on for some time, which is still being written but which is getting close to being finished, at which point it will move into the review phase and then get slotted into the coding queue.
