You can buy a leather leash from Inessa and wear it, but it changes nothing (that I know of). What does it do?

As far as I know... It lets you wear a leash.
Pretty sure that one is just for cosmetic purposes. Later on once you meat Erra, and you get her into pet play, you can buy a specialty leash from Inessa and give it to her.

I thought there was some PC sub content in which it could be (or maybe was supposed to have been) used.

Technically you don't BECOME anything. Because you have the nanite that protect your genetic code (almost) none of the crazy crap we do as Steele to change our bodies actually changes what (s)he is.

Nah. You can mod yourself to look like a full Ausar but that won't make your DNA fully ausar. You'll still have human DNA in you no matter how many mods ya shove up your orifices. ;P
There are a handful of things, from what I hear, that DO affect your DNA in spite of the nanites. The Doctor on Uveto clearly states as much. You know the one that actually made the nanites and totally wants a piece of Captain Steele before (s)he becomes Big Boss Steele. Wait, I think that last bit defines like 90% of the universe.
My apologies, I was wrong. I didn't know it had some functionality to it, but mostly because I didn't explore the sub route with Sera. Don't really like being a sub.
You obviously didn't explore her at all. Sub Sera's content. You make her wear it.
Oh really? I dominated her and brought her onto my ship, I didn't see any scenes for making her wear a leash, but maybe I rushed into things too quickly. I was doing it quick just to explore how the breaking mechanic worked.
Sorry I made the assumption on how it worked.
Probably leash need Sera been more trained if not fully trained (at least fully as finishing path of training NS made for her) to have option to put it on.
And breaking emchanic can be done in 2-3 ingame days if PC only sit on ship working on Sera ^^
