And attempting to rest during the korgii quest: 1 does not show rest options and 2 stops you from doing anything other than reload last save

You can use the Cheat Menu to reset the quest.
Rest doesn't completely soft-lock, you can press 'x' again to get out of the invisible menu.
Also, I noticed that if you have one Arctic Warfare Belt equipped and one in your inventory, you'll give the equipped one to Ula.

I wasn't clear, but I was talking about the stronghold quest.
