I've been wanting to see this one for a while now, but even though I've gotten the email and regularly visited Kiro it doesn't ever seem to come up. Is there something I'm missing? Is there a specific place I need to be for it to happen?

I don't think so. It's triggered at least 4 times for me without trying to get it. There might be a time delay requirement or something, but I'm sure it's a random chance of it happening.

There's no specific place it happens. It's all RNG.
Plus there's a cooldown period in-between sessions. I'm guessing a few ingame days.
