What level are you? They only appear on Mhen'ga if you're level 2 or 3.

At that level, Jasvalla will only appear on Zheng Shi.

Feel like the ranges should be messed with a bit. You're not likely to run straight to Tavros, and even then it seems like Jasvalla no longer appears immediately, meaning you have to wait or visit Mhen'ga in-person first to have her Mhen'ga fight variant.

Vanae + Penny + Tarratch are also too good of an XP farm. My kineticist runs only have encounters with Jasvalla when I can one-tap her and move on.
