Yeah, but it doesn't count for the game's actual virginity flags. You can test this very easily with Evelyn; the 'Give Evelyn your x virginity' scenes will only appear once, TFing to remove and then regrow a penis or vagina will not clear the flag and you won't be able to see the scene again because the game (and in-universe the Champ) knows that you've already had sex involving the relevant bits.

Are you, by any chance, not using alchemy? If you aren't, it's going to be random what TFs you get, but if you refine them with Lush Orchid, the TFs will always be ones that target your pussy.
