I put on the witches corset, thinking it was a temporary change, I take it off, and check my character profile to find out that my appearance hasn't changed. Is this item a permanent transformation?
Is there a way to change appearance back to normal after applying witch outfit?

Blue Egg plus Wild Melon will shrink breasts, while Soft Mud reduces Femininity, to reverse the most obvious effects. If you also want to bump your hip and butt sizes down you can use Minoblood Wine+Juicy Peach.
The only truly permanent transformations in the game are ones where you bind your soul to one of the Seven (and Evergreen is supposed to offer one eventually as well but a divine TF can overwrite that) but currently there's only one of those available and the game will warn you that it's permanent before you go through with it. Everything else can be undone with enough alchemy and supplications to RNGesus.

Forgive me for the ignorance, but now I'm a bit confused. The reply below yours says I need an item to undo the femininity changes, and the game itself still says my appearance is the same after replacing the corset. So will I have to use items to undo the changes? Or just remove the entire outfit? Thanks for the reply though.
Alchemy is the mechanic the game gives you to control your Champ's transformations. By taking items you find/buy and combining them with reagents you can trigger specific transformations. If you haven't done so yet, go talk to Ivris in town and she'll give you the tutorial on how it works.
What the corset does is apply a one-time set of TFs to your character, after which point it functions like any other piece of equipment. Removing it won't undo the changes and reequipping it later won't reapply them.
