Is the initiative penalty for heavy armor cumulative or static?

If i have 5 pieces of heavy armor equipped, do i have a -5 to initiative or a -25?

You'd have a -25 initiative penalty. If your character doesn't have the "Veteran" perk, every item equipped with the "HEAVY" tag will lower initiative by -5 points.

so, a warrior with the veteran perk, wearing 5 pieces of heavy tagged armor, would not have their initiative affected?

so i guess the only reason my warrior was so slow was because his dex was so low...
