Is Steele's Virility Speed Modifier actually used?

If Steele is impregnated by an NPC, their virility speed modifier is factored into how rapidly the pregnancy progresses - the speed is half the sum of the NPC's virility speed modifier and Steele's incubation speed modifier.
However, it seems to me that the inverse is not true: if Steele impregnates an NPC, the speed of the NPC pregnancy does not seem to be changed by Steele's virility speed modifier. For example, Sub Sera takes the same length of time to gestate.
So the questions are: is Steele's virility speed modifier every actually used? Is it used consistently across all NPC pregnancies?

It's never used; while the default pregnancy handler takes it into account, none of the NPC pregnancies I've seen actually use that system and are instead coded in with flags, none of which take Steele's pregnancy speed modifier (father) into account.
