Is it possible for fenoxo's games to do something like Ero Dungeons game's mod manager?

Sorry don't have a SS of what before activating manager look like.
The way they made it, even android players can use the mods without having to use a desktop.
I'm asking this is because of how if when there is talks of mods/HD images, the answers was always to do it on desktop and transfer to your mobile since trying to view android file data from your mobile is restricted.
There are quite a few games/apps that allows the users to do, app > special access > all files access.
