I'll see if I can lend a hand with the writing after I finish coding the faux cow tf, but for now I suggest you split the document in sections to better organize your ideas.
1. Overview: a short paragraph describing what the submission is about (i.e. briefly explaining how the bounty board works)
2. Goals: a list of benefits this idea brings to the game (i.e. what the bounty board is for or how it helps the game)
3. How to 'activate' the board (for example: be level X, then talk to some NPC)
4. The board's mechanics, step by step (i.e. talk to board, choose a bounty, disable other bounties until you complete or give up the one you picked, etc.)
5. Actual scenes, the dialogues with the NPC (but before that, make a list of what dialogues you will need: i.e. 1 for meeting the NPC, 1 for delivering a bounty, etc.)
6. At least one encounter, so the board is introduced with something (though honestly it could also be introduced empty)
Sounds like a lot, but after you organize it like this, you'll see it becomes much easier. As for the coding, I suggest leaving that to a specialist, since this idea involves a bit of complex stuff. You just have to make sure everything is explained in a clear war.
