Yes, but not really.
There are some quests that require other quests to be completed first but its not super common. Mainly I think the intended order is that quests that can be completed before Act 1 are "intended" before taking down Alissa, and that Act 2 quests should be completed before the feast of heroes and Act 2 endgame.
