I started kas redemption quest but I got so unlucky and rushed past the 2nd tollus dungeon now I cant progress does this mean I'm permanently locked out and need to do a new save file

Did you not pick up the a note in the dungeon? Chances are you might if I had to guess, hopefully you werent far into the save. Also check if by pure luck you have a autosave before the dungeon.

Honestly it's fine. The developers are not going to gate endgame content behind collecting a missable reward in an optional side-quest.
