Tried filtering for it but can't find it. I assume Savin said that somewhere or there was some kind of post about it I just cannot find it.
I have seen people mention that there will never be any new companions ever and wondered where this originated from?

It was probably some bad joke I made about the Tychris expansion and it being revealed that there will be no new companions and everyone just believed me.

Smart. But what you heard is correct. On phone so can't link very easily, but Savin has said in many places (or more likely quoted from others from Discord) that everyone getting to write a companion has one and they wouldn't want to add any new ones into old scenes where they might react.

There was a cut-off date for adding new companions a few years ago; they wouldn't be accepting any more after that, as then it'd be too much hassle to retroactively add them into already-implemented quests.
Was there a companion or character you were thinking about? It's always possible there could be a quest or side-mission written where they become a temporary companion, like Livrea recently. So there's some hope in some cases.
I kind of think Eryka might have had a chance to have a personal quest in Knot Cave, since I think she was escorting those lupines before being attacked and tainted by Kasyrra. Could have been some interesting interactions and dialogue depending on if she was still bedicked and stressed or not.

The only person who even had a concept pitch they were (ostensibly) working on at the time was Will, and he'd already hit the point of not being able to really work on it by then anyway.

If you were asking me if I had something in mind no I didn't. I just saw this referenced but didn't know where it came from or the reasoning. Makes sense though based on what was said here. I just like companions more than other types of characters so it is a bit disappointing there won't be more but if it makes things way more difficult to write makes sense to have had a cutoff point.
While I wish we could have a new companion especially since Will's was never finished and Berwyn was removed from companion status - the sheer amount of work to back track at this point through all available content to add their interactions in would be staggering.
Instead - We have the option for camp followers - who usually offer a service for ease of access of something while out and about (like storage with Eubicha) and sexual relief/companionship/romance/etc. Some even join in battle as rally/summons - they won't ever be a strong as companions and don't have ultimates and can't be controlled, but hey. Fun option for builds. I find this a close second and they don't have to be as in depth as a companion.
