As far as I'm aware, Mitzi is still on an eventual to do list along with epilogues. But Fen gets paid for work on TiTS and not on CoC so it might not ever happen.
Nope, vanilla CoC is done getting updates, the current version is the final version. Once TiTS is done Fenco plans to work on CoC 2.
Mitzi may not been worked on anymore. As said Fen moved to TiTS (thing he use to make a living) and I think some in joking manner said in last few days on fenchat that Mitzi may be sort of minor joke made by fenoxo in this snese she's put in but due to ending like few min later of the whole game she will never get any content outside D3.
There is chance to make her have more contnet but that not in vanilla.

Hmm, perhaps what I saw was someone saying that CoC 2 only had a chance of being worked on after TiTS was done.
I heard it's already somewhere after middle point between concept and first public build. Maybe we will see this first playabel for masses version before 2018.
