I can't interact with hjorr or yoli

Neither hjorr nor yoli will appear on their tiles even though i have opted in to maternity duty with Lumia

Not a bug. You declined when asked for maternity duty and you are missing an item. Flag LUMIA_MATERNITY_HELP in your save is -1. Changing flag is not enough as during this you get key item as well.
I edited the save file before the choice.
